The Khilafat will Undo 64 Years of Spectacular Secular Failure
As the national institutions again collectively hoist in their droves the national flag and sings praises of the national anthem, many who mechanically join them on the streets of Pakistan for the sixty-fourth time in this annual milestone, know very well that these token gestures of independence and pride are as hollow and shallow as their supply of electricity & gas, their security situation and the economic and political outlook of their very country.
For whilst the ruling elite plunder away the resources of the country in total and utter disregard of the population of which fifty million eat just one meal a day, whilst a new generation of political personalities the like of Hina Rabanni Khar present themselves on the world stage accompanied by tens of thousands of dollars worth of fashion accessories and whilst their pampered and oblivious offspring use this 'Indepen-dance' day for yet another excuse to party away into the late hours of the night - the country around them burns with politically motivated sectarian violence, crushing poverty and inflation, disintegrating state services and utilities, and last but not least, from an onslaught of a specialist foreign US network of agents there to create havoc in the country by all forms of overt and covert means. Indeed the treachery from the rulers that occupy the thrones of today could not be greater.
In this backdrop, and with the Muslim world around them ignite with uprisings after decades of submissiveness to western backed despots and puppets, the Muslim Ummah in Pakistan yearn for and sense impending change; one that will finally be in accordance with the very foundation vision for the country and more importantly one that will be in line with their very beliefs of Islam.
For whilst the pseudo-intellectual liberal 'elite' of the nation would like to think that the destiny of the nation lies in secularism – where specifically Islam has no role to play whatsoever in the functioning of the state – they conveniently forget that for the entire duration of Pakistan's existence, whether by democracy or dictatorship, the country has been led by a system which has placed legislative powers into the hands of man, i.e. secularism.
Furthermore, by blaming Islam for the ills in the country, the secularists ignore the fact that in the face of such a dysfunctional, oppressive and exploitative secular ruling system, what has held the society together is squarely down to what aspects of Islam remain amongst the people. The recent UK riots have laid bare exactly what secular values lead to in a society where the authorities start losing a grip on the law and order situation. In Pakistan however, where the authorities have long since been incompetent and unreliable in maintaining such law and order, it is a testament to the great Islamic values of brotherhood, charity and fear of a greater accountability before Allah (swt) that has stopped the society from descending into a free for all loot and plunder.
In the complete implementation of Islam therefore, specifically in the form of its ruling system or Khilafat, lies the far reaching political vision to lead Pakistan out of this problematic time.
It will be the Khilafat that will move to end the killings in Karachi. It would not tolerate the existence of criminal gangsters under the guise of politicians who fan the flames of sectarianism, abusing and killing the people for the sake of power and wealth. It would not seek to make political deals with these people, as the current regime does to secure its own government.
The Khilafat will remove the American military presence from Pakistan; it will not allow a single CIA agent, Blackwater-Xe mercenary or a solitary drone to remain on any part of its territory. In 1947, the Muslims of the sub-continent did not give their lives and wealth to throw off British rule and secure themselves from oppression in India only to accept the oppression of America today. They sacrificed so that they and the future generations to come could live in safety and tranquillity under the shade of Islam.
The Khilafat will move to end the artificially induced energy crisis that has been created by the sheer incompetence, greed and inability of our secular rulers in managing Pakistan's vast resources. The Khilafat would not allow foreign multi-nationals to come and lay claim to resources that belong to the people, only to sell it back to them at a huge mark up.
The Khilafat will solve the crushing poverty faced by tens of millions of Pakistanis on a daily basis. It is intolerable that our people live in such squalor and poverty due to the failed policies of the corrupt and selfish rulers – and not because Allah (swt) did not bless this land with ample resources. The Khilafat will replace the fiat currency model – failing in the United States and Europe in front of all to see – with the gold standard and bring an end to rampant inflation, bringing much needed currency stability for the individual and businesses alike. The Khilafat will move to invest heavily in areas of agriculture and industry to create jobs and wealth en masse, as opposed to the current failed solution of simply turning on the printing machine at the State bank.
Indeed when Islam is finally implemented as an ideology via none other than the Khilafat system in Pakistan, will we at long last see true progression and prosperity transcend all levels and ethnicities of society, benefiting young and old, rich and poor, Muslim and non-Muslim alike – insha'Allah.

UK Pakistani Community demands answers from Pakistan’s High Commissioner

¶1. (U) This is an action request, see Para 12. This is a retransmission correcting text in Paragraph 10 of Ref A. Please refer only to this version of the cable.
¶2. (C) SUMMARY. Since 2002, the USG has reimbursed Pakistan over 5.3 billion USD for support to U.S. operations using Coalition Support Funds (CSF). When pending claims are processed, that figure will likely exceed 5.6 billion USD. The CSF authorizing legislation was written soon after 9/11; six years down the road, we need Pakistan to more vigorously engage in the war on terror, but CSF is not working the way it should. CSF is not reaching those parts of the GoP that are shouldering the load in GWOT operations. Two clear examples of the problem are helicopter readiness and medical support to the Frontier Corps. The readiness of Pakistan’s helicopter fleet is poor. Despite giving the GoP 55 USD million for helicopter operations over seven months, only 2 to 6 Pakistani Cobras are fully mission capable at a time they desperately need air power to fight spreading militancy. Additionally, we have processed or will process reimbursement requests for 100 million USD over the year to support medical operations, but the Frontier Corps still does not receive basic medevac support. Another consequence of the current system is political. It fuels the internal argument that the USG is “paying†Pakistan to fight a U.S. war - this at a time when the Pakistanis need to accept the direct threat to their own security and sovereignty posed by al-Qaida, Taliban and extremist forces.
¶3. (C) Post has worked extensively with the GoP to increase GoP transparency and accountability. What we have discovered is that we are receiving reimbursement requests for barbed wire and air defense radar systems that have no or marginal impact on the GWOT. We recognize the legal and political sensitivities involved in developing a new approach, but the program, as it is currently being implemented, simply is not meeting U.S. or Pakistan counter-terrorism objectives. This message outlines several ways forward. In the meantime, DOD or CENTCOM should undertake an audit or program review of CSF. END SUMMARY.
TARGETING CSF FUNDING TOWARD PAKISTAN AND U.S. STRATEGIC GOALS
¶4. (C) U.S. Public Law 109-289 (2206) authorizes CSF to reimburse Pakistan for logistical, military and other support provided to U.S. military operations. Under this authorization, the U.S. has reimbursed Pakistan 5.3 billion USD since 2002. When pending claims are processed, the total CSF reimbursement to Pakistan will exceed 5.6 billion USD. Pakistan receives nearly 90 percent of total CSF worldwide. While the December 8, 2003 guidance provided by the Office of the Secretary of Defense (OSD) on parameters for reimbursements is broad, there have been multiple instances in which Post is confident funds have been diverted and that reimbursed claims figures have been seriously inflated. A few examples:
-- HELICOPTER READINESS. Pakistan received 55 million USD for helicopter operations from July 2006 to February 2007; however, Post estimates that as few as 3 Cobra Helicopters were fully mission capable as recently as 10 weeks ago. Post is confident Army Aviation Command never received the 55 million.
-- MEDEVAC ASSISTANCE TO FRONTIER CORPS. The Pakistan Army claimed 99 million USD over past 12 months for medical operations and the U.S. has paid or is in process of paying all/all submitted medical claims. Yet, despite providing this plus fully funding 235 million USD CSF lease assistance for 26 new Bell 412 helicopters, the Inspector General of the Frontier Corps has repeatedly requested U.S. assistance in providing assets for medevac, obviously unaware of the resources the U.S. has provided.
--RADAR MAINTENANCE: Between August 2006 and July 2007, Pakistan submitted claims for almost 70 million USD in ADA Radar Maintenance, although there is no enemy air threat

related to the war on terror.
--BARBED WIRE: Between August 2006 and July 2007, we received a claim for 26 million USD in barbed wire and pickets. While these items are no doubt helpful in protecting outposts, the claim figures are highly suspect.
¶5. (C) Ambassador, the Office of Defense Representative and DOD officials have repeatedly raised CSF disbursement and other problems with the Prime Minister, Ministry of Finance and key military officials but have not received satisfactory responses. In fact, recent correspondence from Pakistan leadership argues for additional funding to support increased operations.
¶6. (C) CSF reimbursement funds go directly into Pakistan,s general treasury -- from there we have no visibility on their final destination or application. And we are not alone - based on our conversations with GoP officials, from President Musharraf down to the average Pakistani private, no one in Pakistan seems to have a clear grasp of the amount of US military reimbursement assistance actually provided.
¶7. (C) The CSF authorization legislation was drafted soon after 9/11. Six years down the road, we still need Pakistan to engage more vigorously in the fight against extremism, but it is clear we also need to do a better job of making sure our monies are targeted to meet our counter-terrorism objectives.
POTENTIAL APPROACHES TO CSF REFORM
¶8. (C) Potential options to address CSF issues include the following:
(1) Stop approving Pakistan’s CSF reimbursement requests until we receive adequate assurances on disbursement; (2) Earmark CSF monies for specific areas: maintenance, support, etc.; (3) Create a CSF “trust fund†that would allow the USG to control reimbursement and to obligate some funds for specific needs; or (4) Convert CSF into a direct cash transfer program.
¶9. (C) Option 1 would lead to a major political clash and damage our military to military relationship, just as we have the potential for greater cooperation under Chief of Army Staff General Kayani’s leadership. This would undermine the very purpose of CSF--to encourage the GoP to continue fighting militant extremism. The Taliban, al Qaida and Islamic extremists represent a clear and growing danger to U.S. and Pakistani security and to regional stability. As allies with forces in the region, we have a responsibility to strengthen and focus our assistance to improve their security forces’ capabilities.
¶10. (C) We understand DOD has determined Options 2, 3 and 4 would require asking Congress to amend the authorizing legislation. Post could attempt to persuade Pakistan to concur with establishment of some form of “trust†mechanism - pointing out the alternative may be a severe reduction or loss of funding if Congress continues to see insufficient transparency and accountability. In any event, a new approach is urgently required. We believe some variation of Options 2 and 3, which allow the USG to earmark at least some CSF monies for those Pakistani military elements of vital interest to us (helicopters, special forces and Frontier Corps), is the most logical and efficient approach.
CSF AUDIT/PROGRAM REVIEW
¶11. (C) Post repeats that we do not have visibility over the destination of CSF funds. Accordingly, Post would welcome an audit or program review of the CSF process by CENTCOM or by DOD.
ACTION REQUEST
¶12. (C) Action Request: Post would appreciate a front-channel response to the options proposed in para 8 and the proposal for an audit/review. PATTERSON

¶1. (S) On November 20, Saudi Arabian Ambassador to the US Adel al-Jubeir invited the Charge dâ?TAffaires and Executive Office Staff Assistant (note taker) to his residence for lunch. During the meal, Ambassador al-Jubeir said that Pakistani President Pervez Musharraf arrived in Saudi Arabia, today, November 20, and will meet with King Abdullah, Foreign Minister Prince Saud al-Faisal, and head of the General Intelligence Presidency Prince Muqrin bin Abdulaziz after he completes Umra in Mecca. He noted that Musharraf will meet with the Foreign Minister and Prince Muqrin first and thereafter see King Abdullah sometime in the evening. â?oThe purpose of these meetings,â?ť said al-Jubeir, â?ois to get a readout of the situation and present our point of view to him.â?ť
¶2. (S) Al-Jubeir denied that Musharraf had come to the Kingdom to meet with exiled former Pakistani Prime Minister Nawaz Sharif, although he carefully avoided ruling out such a meeting. Instead, he boldly asserted that, â?oWe in Saudi Arabia are not observers in Pakistan, we are participants.â?ť He asserted that the Saudi government (SAG) had offered Sharif a pledge of protection and asylum in the Kingdom after his ouster by Musharraf in return for a promise that he would refrain from political activity for ten years. He added that Sharif had begun to attempt to test the limits of this promise five or six years in his exile. â?oSharif broke his promise by conducting political activity while in the Kingdom,â?ť al-Jubeir charged. He added that when the SAG had permitted Sharif to travel to London, he first promised the Saudis not to engage in political activity or return to Pakistan, but he then flew to Pakistan from London in a direct violation of his commitment.
¶3. (S) Al-Jubeir expressed considerable â?odisappointmentâ?ť in Sharifâ?Ts broken pledges to the SAG. He stated very clearly that the SAG has worked directly with Musharraf to have Sharif arrested on his return to Pakistan and immediately deported to the Kingdom. â?oWe told Musharraf that we would receive him back and then keep him here as an â?~honored guestâ?T,â?ť al-Jubeir said. He added that Prince Muqrin had been the SAGâ?Ts point man in restraining Sharif. Prince Muqrin was allowed to reveal the terms of Sharifâ?Ts asylum agreement, he noted. Al-Jubeir made it very clear that the SAG would seek to control Sharifâ?Ts movements in he future, even suggesting that he would be kept in a state only a little less severe than house arrest.
¶4. (S) Al-Jubeir added that he sees neither Sharif nor former Prime Minister Benazir Bhutto as a viable replacement for Musharraf. â?oWith all his flaws,â?ť he said of Musharraf, â?ohe is the only person that you or we have to work with now.â?ť He claimed that Sharif would be unable to control the Pushtun-dominated Islamic insurgency in the tribal region near Afghanistan, while Bhutto would prove to be too divisive a figure to rule the country, which he characterized as â?overy tribal, much like our own country.â?ť
¶5. (S) Al-Jubeir added that for the SAG, stability in Pakistan is an essential strategic matter. Since Pakistan possesses both nuclear weapons and delivery vehicles, from the Saudi point of view, the policy choice to be made there boils down to a drastic choice: â?oWe can either support Musharraf and stability, or we can allow bin Laden to get the bomb, â?ohe told the Chargeâ?T.
¶6. (S) Comment: As a senior royal advisor who has worked for King Abdullah for eight years now, al-Jubeirâ?Ts views generally track very closely with those of the King. It seems likely that King Abdullah, Prince Muqrin, and Prince Saud al-Faisal will offer Musharraf pledges of strong support in their meetings today. We note that the Saudis have an economic hold on Nawaz Sharif, sine he was reportedly the first non-Saudi to receive a special economic development loan from the SAG, with which to develop a business while here in exile. Wikileaks US diplomatic cables: Key Pakistan issues
The controversial whistle-blowing site Wikileaks has released numerous documents which relate to Pakistan among the cache of thousands of secret messages sent by US diplomatic staff.
While the main concern among US and UK diplomats is that Pakistan's nuclear material could fall into the hands of terrorists, a wide range of other sensitive issues also come under analysis.
Below are some of the key issues relating to Pakistan.
US special forces operating in Pakistan
The leaked correspondence says that small teams of US special forces have been operating secretly inside Pakistan's tribal areas, with Pakistani government approval. It says that in October 2009 the Pakistani military covertly allowed a handful of US special operations soldiers to deploy with Pakistani troops in North and South Waziristan. Although they were forbidden to conduct combat missions they were there to provide "intelligence, surveillance and recon support" co-ordinating drone strikes and helping the military hunt down militants. BBC correspondents say that similar reports have been around before but Pakistan has consistently denied there are any US "boots on the ground".
'Informal coup'
In early 2009 General Ashfaq Parvez Kayani, chief of the army, discussed with the Americans the possibility of "persuading" President Asif Ali Zardari to resign - replacing him with Awami National Party leader Asfandyar Wali Khan. Gen Kayani said that he would keep Prime Minister Yousuf Raza Gilani in place.
Pakistani army's 'support for militant groups'
The former US ambassador to Pakistan, Anne Patterson, warned that no amount of US aid would change the Pakistan army's covert support for four major militant groups:
- The Afghan Taliban
- The Haqqani network, a Taliban group based in Pakistan but mostly believed to operate in Afghanistan
- The Afghan militant group led by Gulbuddin Hekmatyar
- The Lashkar-e-Taiba militant group, accused by India of carrying out the November 2008 attacks in Mumbai (Bombay)
The documents state that "extremism is no longer restricted to the border area" and that fighters were increasingly being recruited from Punjab province, where "poverty, illiteracy and despair create a breeding ground for extremism".
They state that "the phenomenon is spreading into northern Sindh as well".
'Extra-judicial killings'
The US believed that Pakistani troops were responsible for a series of extra-judicial killings in the Swat Valley and adjoining tribal belt, but decided not to comment publicly on the issue. However, the US subsequently cut funding to some army units.
President Zardari 'prepared for assassination'
The president told Ms Patterson he had made provision in case of his assassination, saying his sister, Faryal Talpur, would be named president. He also said he had requested that the United Arab Emirates government take in his family in event of his death. Mr Zardari's murdered wife - former Pakistani Prime Minister Benazir Bhutto - lived in self-imposed exile in the UAE for years before her ill-fated return to Pakistan in 2007. Mr Zardari is also quoted as saying that he feared a fresh army coup. He was reported in 2009 to have told British Prime Minister Gordon Brown that he feared Gen Kayani might "take me out".
Drone strikes
Pakistan's army and other arms of the government "quietly acquiesced" with drone strikes in the north of the country, the documents state, while condemning them in public as a breach of sovereignty. In August 2008 PM Gilani is reported to have said: "I don't care if they do it as long as they get the right people. We'll protest in the National Assembly and then ignore it." The documents also say that Pakistani civil servants view drones as a solution to the Taliban's grip over the tribal belt - which numerous army operations had failed to loosen. The website quotes a senior official as saying that most local people did not fear the strikes because "everyone knew that they only hit the house or location of very bad people".
Misuse of aid
US diplomats allege in the leaked documents that hundreds of millions of dollars of US aid earmarked for fighting militants has been diverted to government coffers. The cable acknowledges that the US and Pakistan is in a "co-dependent relationship".
American views on President Zardari
While far from perfect, the documents state, President Zardari is "pro-American and anti-extremist; we believe he is our best ally in the government". They add that it is clear that "Zardari runs the show, and [PM] Gilani "has at times chafed at public acknowledgment of this fact". However, "reports of Zardari-Gilani tensions are exaggerated; Gilani knows his place and will tow Zardari's line".
Failed state?
"Although we do not believe Pakistan is a failed state", the documents state, "we nonetheless recognize that the challenges it confronts are dire... The government is losing more and more territory every day to foreign and domestic militant groups; deteriorating law and order in turn is undermining economic recovery. The bureaucracy is settling into third-world mediocrity, as demonstrated by some corruption and a limited capacity to implement or articulate policy."
Internally displaced people
In 2008 the US military asked US embassies in Kabul and Islamabad to provide information on camps housing Afghan refugees or civilians displaced by fighting with the Taliban. They wanted camp names, locations, status, the number of displaced and an ethnic breakdown. The reasons why this information was required are unknown.

Pakistan's president, Asif Ali Zardari, is "clearly a numbskull", Sir Jock Stirrup, Britain's then chief of defence staff, told visiting US officials in London two years ago.
Other British officials echoed the line, with Peter Ricketts, the Foreign Office's permanent undersecretary, characterising the Pakistani leader as having "not much sense of how to govern a country … I fear he talks and talks but not much happens."
The Ministry of Defence's policy director, John Day, added his view that Zardari's principal strategy appears to be asking for "lots of development aid … and meanwhile circumstances on the ground are getting worse".
Their forthright comments were made to the Pentagon's undersecretary for political affairs, Eric Edelman, on 15 October, according to a cable sent from the US embassy in London to the state department.

¶1. (C) Summary. In separate meetings with Asif Zardari, PM Gilani and Chief of Army Staff Kayani, Ambassador pressed for quick action on immunity for former President Musharraf. Zardari and Gilani said flatly that they were committed to providing immunity, but not until after the presidential election (now scheduled for September 6). Pushing immunity now, they believed, could jeopardize Zardariâ?Ts candidacy. Kayani expressed concern that if immunity becomes tied up with the ongoing debate over the judgesâ?T future, it may never happen. Zardari plans to continue to slow roll action on the judgesâ?T restoration but remains confident that Nawaz Sharif will not walk out of the coalition. Nawazâ?Ts deadlines for action on the judges continue to pass unfulfilled; the next one is scheduled for August 27. The decision by the Muttahida Quami Movement (MQM) August 20 to back Zardari for President has strengthened Zardariâ?Ts hand against Nawaz. Nawaz is left with the option of walking out of the coalition but having little prospect of forcing a new general election in the short term. Zardari is walking tall these days, hopefully not too tall to forget his promise to Kayani and to us on an immunity deal. End Summary.
¶2. (C) Ambassador met with Pakistan Peopleâ?Ts Party (PPP) leader Asif Zardari on August 23, with PM Gilani on August 21, and with COAS Kayani on August 20.
¶3. (C) Zardari told Ambassador August 23 that he was committed to indemnity for Musharraf. Ambassador stressed that only the promise of indemnity had persuaded Musharraf to step down as President. We believed, as we had often said, that Musharraf should have a dignified retirement and not be hounded out of the country. Zardari cited a British anecdote about the Spanish empire and said â?otell the most powerful man in the world that there is no way that I would go back on what I have said.â? Zardari noted that he already had firmly committed to the U.S., the UK, and Chief of Army Staff (COAS) Kayani that indemnity for Musharraf would be forthcoming. Ambassador urged him to do it quickly. Zardari said flatly that to do it before he was elected President would lose him votes, but he would do both the legislation and a presidential pardon as soon as he was elected. Zardari revealed that former President Musharraf had approached Chief Justice Dogar about issuing a restraining order against the impeachment motion, but Dogar had refused. Zardari also alleged that Musharraf had planned to replace COAS Kayani if Dogar had blocked the impeachment. 4. (C) Zardari said he was trying to keep Nawaz in the coalition and was candid that he planned to tie up the judges issue for a long time. He said the parliament would debate the restoration of the judges; Chief Justice Dogar would then submit some rulings on the restoration of the judges; all this could take months. In the meantime, he was trying to persuade former Chief Justice Iftikhar Chaudhry to become Governor of Balochistan. (Note: In a move clearly orchestrated by Zardari, the Governor Magsi of Balochistan resigned on August 20, making it possible to offer the position to Chaudhry.)
¶5. (C) Zardari said he did not think Nawaz would leave the coalition, but he admitted the Pakistan Muslim League-Nawaz had become increasingly testy. He said that he had already agreed with Nawaz to curtail the powers of the President and then allow Nawaz to be eligible for a third term as Prime Minister; both measures would require constitutional amendments. Zardari revealed that he also had leverage over Shahbaz Sharif, who through paperwork snafus, had been technically elected illegally for a third term as Chief Minister. This, too, would have to be resolved in parliament, Zardari said. â?oSo I can give them something they want,â? noted Zardari, â?othatâ?Ts what politics is all about.â? Kayani Worried
-------------- ¶6. (C) After an August 20 meeting with visiting S/CT Coordinator Dell Dailey, Kayani asked Ambassador to stay behind and discuss his concerns that Zardari was delaying

Musharraf,s immunity bill. Kayani had heard the large meeting of coalition partners (chaired August 19 by the newly returned Bilawal Bhutto) had discussed mostly the judges. Then they decided to take a 72-hour â?obreakâ? to consult party members.
¶7. (C) As post earlier reported (Reftels), Kayani said he took Zardari,s commitments to now ex-President Musharraf as the most important argument in persuading him to resign. Zardari made very specific commitments to Kayani. Now, for Zardari to delay, it makes him (Kayani) look bad within his own institution â?oand I have to bring the Army along with me.â? Kayani also noted that the delay does nothing for Zardari,s reputation for trustworthiness. If this issue gets conflated with the judges and with Zardari,s own desires to be President, it will become too complicated to pass, Kayani said.
Gilani on Immunity, Bajaur, Subsidies
------------------------------------- ¶8. (C) Ambassador met with PM Gilani and Interior Minister Rehman Malik for thirty minutes August 21, after a graduation ceremony for U.S. trained members of his protective detail. He had been briefed about PDAS Campâ?Ts discussion with Ambassador Haqqani.
¶9. (C) Gilani said the PPP was going to provide immunity for ex-President Musharraf, but timing was important. They were afraid that putting forward immunity legislation would lose them votes for Asif Zardari,s presidential campaign. Ambassador pressed on this issue, saying that Musharraf would never have agreed to resign without the promise of immunity. He assured Ambassador that he and the party did not want vengeance. Regarding immunity, Gilani said â?omany will say that we have done a deal with America, but still I understand that we have to do it.â? ¶10. (C) Regarding the ongoing military operation on Bajaur (in the Federally Administered Tribal Areas), Gilani assured Ambassador that it will continue â?oto its conclusion,â? i.e., until all the militants were driven out. Gilani said the next step would be to go after Taliban leader Baitullah Mehsud. Gilani wanted President Bush to know that over 500 militants had been killed in the operation and that the GOP had reached out to NATO (during General Kayaniâ?Ts recent visit to Afghanistan for a tripartite meeting). He said Pakistan would do everything possible to encourage cooperation between the U.S. and Pakistani militaries. Gilani noted that Pakistan was using its F-16 aircraft to fight the militants and thanked the U.S. for providing funding for the F-16 mid-life upgrades. However, Gilani pleaded for urgent U.S. assistance in providing relief for displaced people around Bajaur and noted that fighting was spreading to neighboring Mohmand Agency.
¶11. (C) Malik suggested we hold off alleged Predator attacks until after the Bajaur operation. The PM brushed aside Rehman,s remarks and said â?oI don,t care if they do it as long as they get the right people. We,ll protest in the National Assembly and then ignore it.â? (Note: The strike has been front page news, but the media is reporting that the targets were nests of Arab fighters.)
¶12. (C) Gilani said it would be almost politically impossible to reduce fuel subsidies (raise prices) in the short term along the lines Deputy Secretary Kimmitt had suggested to the Finance Minister. The coalition had restoration of the deposed judges, immunity for Musharraf, and the election of the new president on their plate. They were already taking enormous heat for previous fuel price increases.
¶13. (C) Comment: Nawaz may increasingly be considering leaving the coalition in the center and consolidating his hold in the Punjab because he cannot engineer a new general election in the short term. The addition of MQMâ?Ts support leaves Nawaz with less leverage over Zardari in the current coalition. The fight over Iftikhar Chaudhry probably is based on Nawazâ?Ts expectation that Chaudhry would rule in both Nawazâ?Ts and Shahbazâ?Ts favor in pending court cases

challenging their ability to run as candidates in the National and Punjab Assemblies respectively. Until he can sit in the National Assembly, Nawaz cannot be Prime Minister.

HT Marches and Gatherings Take Place Throughout West Bank, Despite the PA's repression (text and pictures)
Please see below a report from the Hizb ut Tahrir Palestine Media Office on the wide-ranging activities organised today across the West Bank. As reported in the region alongside coverage of the Party's hugely successful Beirut conference, hundreds of activists and supporters of the Hizb were detained across the West Bank and Gaza to prevent the convening of the Party's local conference in Ramallah and Festival in Gaza. In this release the Media Office confirms the relentless determination of the Party to continue its work for the return of Khilafah, undeterred by the interference of the agents of the Kuffar. The pictures are also below, with the names of their locations next to them. The last banner carries the message, "Al-Khilafah is the promise of Allah, it will be established, in spite of the Kuffar and their helpers".

While the Authority Makes Arrests and Raid Houses
The Media Office of Hizb-ut-Tahrir in Palestine (HTP) announced that the marches and gatherings organised today, 23rd July 2010, in the cities and towns of the West Bank and in Masjid ul Aqsa, all took place successfully; speeches were delivered at the gatherings, with the black shahadah flags raised and areas reverberated with the echoing chants for the Khilafah.
The Media Office noted previously that HTP had announced in a press release following the Authority preventing its Conference in Ramallah that, "indeed we give assurance to the Authority... that its repressive measures will not prevent us from carrying the da'wa, and we will continue our activities, pressing forward to raise the word of Truth and proclaim it openly. Engaging in our activities in commemoration of the destruction of the Khilafah, or in other matters, is both our right and a Shariah obligation, which we practise in response to the command of Allah, Owner of the Heavens and the Earth. We will announce at the appropriate time, with the Will of Allah, the steps we will take to emphasise this right of ours."
The Media Office source noted additonally that the marches and gatherings departed after Jumu'ah prayers, in Masjid al Aqsa, al-'Ayzariyyah, al-Khalil (and their surrounding villages), Nablus, Qalandiya, Ramallah, Birzeit, Qalqiliya, Bethlehem (and her villages), Tulkarm, Jenin, Silah, Bidyah (in Salfit district) and other cities, towns and villages in the West Bank.
Speakers at the events focused on the following points in their speeches,
"We in Hizb-ut-Tahrir, in the light of the repression and arrests undertaken by both the West Bank Authority and the Gaza Authority, to prevent the activities organised by Hizb-ut-Tahrir in commemoration of the destruction of the Khilafah, duly emphasise the following points:
1. These repressive, criminal measures will not affect the strength of the activists of Hizb-ut-Tahrir, nor will they prevent the Hizb pressing forward to build amd raise the fortress of Khilafah, the source of hope for the Ummah.
2. We will not surrender our obligation and our Shariah right to raise our voices with the Truth, and we are prepared to expend our souls in that path, and for this the call of Truth will continue to reverberate throughout the land, in spite of the oppressors.
3. We say to the Gaza Authority, we truly hope that the prevention of our festival was merely a local (but enormous) error, for which it will make amends. We say to the Ramallah Authority, you prevented our conference in Ramallah, so we in place of that have organised tens of massed gatherings in the length and breadth of the land.
4. We warn this band of oppressors of the consequences of blocking the Path of Allah and fighting the Deen of Allah, and we recite to them the speech of Allah ta'ala, 'Indeed those who oppose Allah and his Messenger - those will be among the most humiliated. Allah has written, 'I will surely overcome, I and My Messengers. Indeed Allah is Qawee, Azeez*'.
5. We also direct this message to the major powers, which are carrying out a global war against the Khilafah and those working for it. We say this to them:
The determination of the truthful da'wa carriers cannot be weakened by the blows of your allies and agents from the tyrant rulers. All your conspiracies, plots and plans will not give rise except to destruction, 'Indeed the plot of Shaitan is feeble**'."
The Media Office added that the security services arrived at the locations of the marches and gatherings as they were concluding. They arrested more than 10 supporters of the Hizb from the gatherings and in homes, they have continued house raid and attempted arrestsin numerous areas of teh West Bank.
